Recommendations by Sweden delivered by Mr. Fredrik Nivaeus, Minister Counsellor, Deputy Permanent Representative
President,
Sweden recognises Japan’s strong commitment to human rights. However, Sweden would like to make the following recommendations:
- Ratify the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty.
- Adopt a comprehensive anti-discrimination law in order to strengthen the protection of human rights of all members of Japanese society, including women and children, persons belonging to ethnic, social, and sexual minorities, and persons with disabilities.
- Revise the penal code in order to broaden the scope of what constitutes rape or sexual assault and strengthen protection of victims, by replacing the crimes of Forcible Sexual Intercourse and Constructive Sexual Intercourse with the offence Non-consensual Sexual Intercourse.
