Vacancy: Programme officer for Development Cooperation (local position)

The Embassy of Sweden in Yerevan is looking for a committed Programme Officer for Development Cooperation to contribute to Sweden’s growing engagement in Armenia.

Sweden's cooperation with Armenia resumed in 2019 in the wake of the Velvet Revolution. The collaboration takes place with a wide range of actors from different parts of society, including civil society, Swedish and multilateral organisations. The focus of the cooperation is on supporting Armenia's resilience and democratic progress, including through a green transition of society and the economy. Sweden is currently one of the biggest donors to Armenia.

Job Description

You will be a part of a dynamic team at the Embassy in Yerevan, which, under the leadership of the Ambassador, is responsible for political reporting, trade- and cultural promotion, consular services, as well as a growing development cooperation portfolio. The Embassy team works closely together with colleagues in Stockholm at the Ministry for Foreign Affairs and the Swedish international development cooperation agency, Sida.  As part of the team, reporting to the Head of Development Cooperation, you will:

  • Be responsible for assessing, proposals and drafting appraisals, decisions, and agreements, monitoring and reporting of our development cooperation partnerships.
  • Carry out risk analysis, budget analysis and financial follow-up of projects including reading and acting on audit reports.
  • Support the Head of Cooperation in the financial and operational follow-up of the entire portfolio of projects in Armenia and draft financial and narrative reports (requires administrative skills and familiarity with numbers and spreadsheets)
  • Ensure that quality assurance and decisions are carried out according to Sida’s rules and regulations.
  • Establish and maintain a network with Armenian and international actors from different sectors as well as various bilateral and multilateral donors and follow the developments in Armenia in the areas of responsibility.
  • Represent the policies, ethics, and values of the Swedish government.
  • Undertake other tasks that occur within Sweden’s development cooperation and in the broader work and responsibilities of the Embassy.

Qualifications

  • Academic degree in a field relevant to the position
  • Minimum of 3 years relevant work experience, for example, from EU, development agencies, Embassies, UN or other international organisations, international or national civil society organisations (including think tanks or private sector) as well as national and/or local level government institutions
  • Good understanding of the challenges facing Armenia as well as the role of development cooperation and its requirements.
  • Excellent oral and analytical writing and communication skills.
  • Native proficiency in Armenian and excellent command of English.
  • Good general proficiency in software such as Word, Excel, PowerPoint and a willingness to learn other systems required.
  • Good judgement, integrity and self-awareness.
  • Be structured, organized and with good administrative capacity.
  • Be both a team-player and able to work independently with high level of responsibility, taking own initiatives.
  • High level of work ethics.
  • Ability to work under pressure, demonstrate flexibility and adapt easily to new tasks and responsibilities.

Desired skills and experiences

  • Knowledge of the EU, its institutions and processes.
  • Experience in areas of priority for Swedish Development Cooperation, in particular: Human Rights, trade, migration, peace & security, and environment & climate.
  • Knowledge of Swedish is a merit.

General information about the position

The Programme Officer reports directly to the Head of Development Cooperation. You should be able to work independently but will also work closely with the other colleagues in the Embassy as well as with colleagues at Sida Headquarters in Sweden and the Ministry for Foreign Affairs. The working language is English.

The employment will be in accordance with the Embassy’s locally engaged staff Terms and condition/local legislation and begin with a 3-month probationary period. The salary will be decided based on the successful candidate´s individual skills and experience and the Embassy’s terms and conditions. The position is full time, 39 hours, 45 minutes per week.
