United Nations Peacebuilding Commission Statement on the Liberian presidential run-off elections on 14 November (New York, 9 November 2023)

1. On 14 November 2023, Liberia will hold a presidential run-off election following the recently concluded Legislative and Presidential Elections on 10 October. The Peacebuilding Commission (PBC) congratulates the people of Liberia on successfully conducting the October 10 election in a generally peaceful environment. The Commission also commends Liberian authorities and notes that these are the first elections organized and implemented by the National Elections Commission (NEC) and the Joint Security since the withdrawal of the United Nations Mission in Liberia (UNMIL) in 2018 and without substantial operational and financial support by the UN or the international community. The 2023 elections undoubtedly represent a crucial milestone in the consolidation of peace and democracy in Liberia, and the wider region.

2. Ahead of the 14 November run-off vote, the Commission reiterates the recommendations conveyed in the last meeting of the Peacebuilding Commission on 29 September 2023.

3. The Commission calls on all stakeholders to contribute to a peaceful environment for these historic elections and to fully adhere to the Revised Farmington River Declaration and to resort to electoral dispute mechanisms to resolve disputes arising from elections. The Commission emphasizes the importance of continuous inclusive dialogue and strengthened civic education as key to ensuring peaceful, free, fair, transparent, credible, and inclusive elections.

4. The Commission underlines the importance of efforts to ensure women's full, equal, and meaningful political participation during and after the 2023 elections, while noting the commendable efforts made thus far, as well as the full and timely operationalization of the VAWiE/P Protocol. The Commission recognizes the critical and constructive role of Liberian youth in electoral processes and encourages their meaningful participation.

5. To conclude, the Commission urges all stakeholders to continue to demonstrate a strong commitment to peace, democracy and adherence to the electoral process. The UN Peacebuilding Commission Liberia Configuration remains committed to supporting Liberia in building and sustaining peace during and beyond the 2023 general elections. A follow-up meeting will be convened by the UN Peacebuilding Commission Liberia Configuration after the conclusion of the elections.
