Ambassador Torbjörn Haak, presently chair of the Council of Europa rapporteur group for Program and Budget, participated in the Council of Europe High-Level Event on Evaluation on 9 November 2018 together with high-level guests and evaluation experts from UNESCO, OECD, the European Commission and the Council of Europe´s Oversight Advisory Committee.
Preceding the seminar was an interview with Ms Susanne Frueh, Director of Internal Oversight Service, UNESCO and Ambassador Haak, Permanent Representative for Sweden to the Council of Europe about the importance of an impartial, independent and transparent framework for evaluation as part of a good governance structure.
The High-Level Event was organized by the Council of Europe with the aim of sharing and presenting the experiences on standards and practices relating to evaluation from these other organisations and bodies. Council of Europe is currently reviewing and revising its own Evaluation Policy Document. The Secretary-General has proposed to reinforce the evaluation function of the Council for Europe and emphasized the role of evaluation in the on-going reform.
Around 100 participants from Permanent Representations and Council of Europe staff attended the Event, which took place at Palais de l'Europe in Strasbourg.
