National Programme Officer– with a focus on migration, peace and security

The Swedish Embassy in Amman is looking for a highly committed and self-motivated candidate to join the Regional Development Cooperation section as a National Programme Officer to enhance the Embassy´s development work. The deadline to apply is the 2nd of August and starting date is tentatively October 2024.

The Embassy of Sweden in Amman is responsible for representing Swedish interests in Jordan and promoting relations between the Kingdom of Sweden and the Hashemite Kingdom of Jordan within a range of political, commercial, economic and cultural matters. The Embassy has around 40 employees divided into four sections: a political, economic, communication and promotion section, a migration section, a regional development cooperation section and an administrative section.

The Regional Development section currently employs nine sent-out staff, two national programme officers, a local controller, and a local programme administrator. The position may require travel in the region. The successful candidate must hold a Jordanian work permit.

The section implements a strategy covering 12 countries in the Middle East and North Africa (MENA) region including bilateral operation for Yemen, under the instruction of the Swedish Government and the Swedish International Development Cooperation Agency, Sida. The current strategy has seven focus areas: economic development, education, trade and green transition, promoting freedom and fighting oppression, Strengthening women’s and girls’ freedom and empowerment, Migration and return, Regional peace and security as well as bilateral operation for Yemen and Palestine. Palestine is managed by the Swedish Consulate General in Jerusalem.

The National Programme Officer will work primarily with developing the areas focused on Migration and return as well as Peace and security but will also be involved in other areas.

The deadline to apply is the 2nd of August and the starting date is tentatively October 2024. The position is a time-bound contract until December 2027, following the period of the strategy.

Main tasks and responsibilities of the position include:

Under the Head of the Regional Development Cooperation Section and in close cooperation with other programme officers in the section the successful candidate will:

  • Manage and identify development cooperation programs and projects within the areas of Migration and Peace and Security.
  • Monitor, follow-up and perform quality assurance of contributions including through field visits, dialogue, annual review meetings, documentation and review meetings.
  • Ensure adequate programme management in accordance with Sida’s Contribution Management Rule and internal systems.
  • Represent the Embassy in relevant meetings and engage with civil society, governments, UN agencies, research institutes or think tanks and other relevant actors within the area of Migration and Peace and Security.
  • Contribute to the Embassy’s reporting on issues related to regional development cooperation. Monitor, analyze and report on results in the relevant areas.
  • Perform other duties as assigned by the Head of Development Cooperation or the Ambassador.

Requirements:

  • A university degree in international relations or other relevant thematic area.
  • Minimum three years of professional experience in development cooperation, working with Migration and/or Peace and Security (such as for an embassy, international or multilateral organization, or non-governmental organization).
  • Good contextual knowledge of the Middle East and North Africa.
  • Ability to work independently, take initiatives and deliver quality work under time pressure.
  • Excellent command of Arabic and English (reading, writing and speaking).
  • Computer literacy.
  • Strong interpersonal and teamworking skills.

Employment conditions:

  • The position is a full-time employment for three years with a probationary period of 6 months. Starting date is as soon as possible.
  • Salary is established according to education, experience and other relevant criteria, other conditions follow the Embassy´s terms and conditions for local staff.

Selected candidates will be asked to present at least two references and provide supporting documents such as certificates and copies of degrees, followed by interview at the Embassy.  Written tests will also be part of the selection process. The successful candidate will be required to pass security certifications.
