Each time you apply for a passport, you need to be photographed and register your fingerprints, meaning that you need to be present in person during your application.
Consulates are not equipped with camera stations and are not authorised to issue ordinary passports/national identity cards. However, you can collect your new passport/national identity card from several UK consulates, if you notify the Embassy of this.
